I got the above mentioned error message when I uploaded a new version of my Android app using Chrome. Tried several times, always the same error.

Then I tried to upload the app using Internet Explorer, and this time it worked. Not sure what was happening.

    I encountered this error again when I uploaded a new app. I worked around it by logging out and logging in again to the Develop Console.
